This is a clip from an episode of the TV show Pop! Goes the Country. Chet Atkins pulls a young Jimmy Melton out of the crowd to play banjo and prove that host Tom T. Hall's innovative banjo technique is not so innovative after all.
I believe this originally aired in 1980. Dave and Sugar also performed on the episode.

Thanks for posting! That was great! The wonderful thing is that Chet didn’t need to upstage him or steal the show. Just let him do his thing while he strummed basic G, C and D7 chords.

Man, this was fun. I'm sure Chet and Tom T. worked this up beforehand so they could feature the banjo player. The young guy sure could play and his finger picks rang true. This was fun to watch.

I'm reminded of how many good musicians there are who can't get beyond the level of playing for the crowds waiting in line at a one of the attractions in and near Dollywood!
