Hendrix was a product of his time and it was his own excesses that killed him, not the 'bad musical time'. Unfortunately drugs tend to be easier for popular musicians to get. All muscal genres have examples of abuse.
As for 'bad time musically' in fact Chet made some excellelnt albums during that time. Every "time" has good and bad music.
To address the original question as to whether Chet "stole" a lick from Hendrix.
Is it unreasonable to suggest that perhaps both men got the lick from another source or came up with it indepently? Or perhaps Hendrix "stole" it from Chet?
