Chet's picking technique

I'm looking at the tab for "Wheels" for this example, but it's a recurring pattern in Chet's songs, as far as I can see. Just right at the beginning:

How are those E+A (beat 2 and 4) played? With a thumbpick+index pinch, or a single thumbpick downstroke?

(Yes, I'm a beginner trying to make sense of what I see and hear). Thanks

Well on his electric he mostly brushed both with the thumbpick, but on a classical guitar a lot of times he pinched the 2 strings with his thumb and index, Al
