He was always one to tinker and try new things. The only "custom' I think I see would be the bend to the handle. He would, of course, have it bent to suit.
It's hard to see what it is. Maybe if you would photograph your unit and post it we would have a better chance to help you with info.
It looks a lot like Reynald Chaput "Sta-Tuned" bridge tuner Paul mentioned once.

Look in the electric column of the site. The contraption was made to help fine tune the intonation at the bridge.

Veeeeeery interesting.
It still looks like a variant of a Chaput to me because of the overall look and those black adjusting wheels. Might have been a prototype that never made it into production.
You might try contacting the Chaput factory via their email on their website and seeing if they want to claim parentage.
