Sure looks like a Floyd Rose string clamp to me. Maybe Chet or Doyle had tuning-stability problems on that guitar, and added the clamp to lock the strings after they were tuned.

Chet had a lot of work done to that DV after Doyle gave it to him. (New fretboard, truss rod, etc.)

Chet experimented with string clamps and fine tuners on both DVs.
